When Bill Cardoza moved to Sacramento in 1982, he had no idea the position he was accepting would grow into a career, accumulating 36 years working in state government, 24 of which were in service in the California Legislature and 12 years with the California State Board of Equalization. These years have provided Bill a thorough understanding of the complexities of the legislative and state budgetary processes as well as the interactions of the many and varied aspects of state governance.

In the California Legislature, Bill worked in both the California State Senate and the California State Assembly in various capacities, including working as a legislative consultant, committee policy consultant, caucus consultant, legislative director, district director, and chief of staff for different legislators. As chief of staff, he supervised capitol and district staff, advised legislators on impending legislation, guided bills through the legislature, and selected and organized staff for newly-elected legislators. Beyond the confines of the legislature, Bill regularly met with lobbyists and constituents, represented the legislator to other agencies and within their districts with key constituent groups and community leaders.

In 2004, Bill was appointed by Governor Arnold Schwarzenegger to Board of Equalization Board Member Bill Leonard's office as an Administrative Assistant, serving until 2010. During that period, he also served as his Information Officer and represented Board Member Leonard on the multi-agency Underground Economy Enforcement Task Force.  Bill then served the Board of Equalization as a Lead for the Sacramento District Office Statewide Compliance and Outreach Program (SCOP), the focus of which was educating business owners, as well as identifying and registering those businesses that are actively selling or leasing tangible personal property in California without the appropriate seller's permit.

Within our Sacramento community, Bill has volunteered with the California Youth Authority in Sacramento's Northern California Reception Center and Clinic from 1999 through 2002, has remained active in the Sacramento Medical Reserve Corps since 2004, and has served on Sacramento's US Army Northern California Recruiting Battalion Community Relations Board since 2012. Bill has volunteered for some large scale local activities as well, including the California Capital Air Show, Amgen, California International Marathon, and the USA Track and Field Outdoor Championships at Sacramento State University.  Bill most recently was appointed by the President, upon the recommendation of Governor Brown, to the Selective Service System Local Board for the State of California on December 29, 2017.

Bill's formal education includes a Bachelor's Degree from California State University at San Francisco. On November 14, 2017, Bill was appointed to the Sheriff's Outreach Community Advisory Board by the Sacramento County Board of Supervisors and re-appointed on September 10, 2019.
